Talk by Ralf Mitschke: The changing narratives of Science Diplomacy

Science diplomacy has become a central instrument of contemporary foreign policy. Alongside the USA and the EU, so-called emerging countries in particular are running programs to enhance their science diplomacy relations and capacities. But what actually constitutes science diplomacy? Despite international congresses, a plethora of publications, primarily from the professional sector, and even dedicated taxonomies, the term and its content remain controversial. Building on Pierre-Bruno Ruffini’s hypothesis of a “mainstream approach” to science diplomacy, I will take a closer look at the genesis of its narrative and critically examine the gap between the professional and the academic reflection of its practices.
